A Wave Of Affordable Housing Laws Are Being Passed Across The U.S.
Portland, Oregon’s city council recently passed its first-ever housing production strategy to meet its housing needs in the coming years as rents and home prices have outpaced income. Portland’s strategy outlines 35 ways the city can boost housing development, including rezoning sites for affordable housing.
Oregon mandates Portland’s Housing Production Strategy. In 2019, Oregon passed a law requiring cities with a population greater than 100,000 to develop housing production plans. The state intends to make cities more accountable for meeting housing targets.
Portland’s housing strategy faces challenges, including rising development costs, difficult financing conditions, and labor shortages. The city’s strategies center on finding more funding for affordable housing and creating housing capacity in ‘high-opportunity, complete neighborhoods.’
Several other state and city governments are addressing the housing crisis with new plans and policies. As affordable housing has become a vital issue in an election year, many of these policies are popular with voters.
Last year, a survey from The Pew Charitable Trusts showed bipartisan public support for zoning policies that boost housing supply and affordability.
Legislative trends on affordable housing have emerged in recent years, partially due to pressure from voters and more organized pro-housing activists. Over the last five years, Republican and Democratic lawmakers in several states have updated zoning codes, changed residential planning processes, and improved home-building and design requirements.
Housing experts with the Lincoln Institute of Land Policy say it will likely take at least three to five years to see any concrete changes in housing production after a statewide policy is passed. In the meantime, we can expect no shortage of new ambitious plans at the local, state, and even national levels.
